The nation’s health promotion is one of the main priorities of Ukraine as a welfare state.
 
Modern society understands that this goal can only be achieved by making major changes in the healthcare system. There is no doubt that doctors are the driving force behind them. Researchers, practitioners, and heads of medical institutions prove this every day, tirelessly saving lives of our citizens despite the political and economic problems in the country.
 
The Forum’s annual meetings of the best representatives of the medical community in Ukraine and their colleagues from abroad are extremely eff ective, because here experts can exchange experience, present innovative research and development for diagnosis, treatment, and prevention of diseases, and advance their professional level.
 
I fi rmly believe that these meetings will result in new ideas and joint decisions on the organization of healthcare, as well as ways of the industry development to improve the quality of healthcare delivery and access to it for all Ukrainians.

Allow me to congratulate you on the beginning of this representative assembly on behalf of the Ministry of Health.
 
When implementing vital reforms, we believe in the necessity of public consent to them, and this requires dialogue.
 
The International Medical Forum is a platform for establishing such a dialogue, a place where the medical community can share ideas and adopt a position on the reform.
 
This year, a new model of fi nancing the industry is the priority topic.
 
Representatives of local governments, together with heads and owners of healthcare institutions will discuss the expansion of autonomy of hospitals, cooperation within the newly created hospital districts and other issues.
 
Most of the questions from the medical community will likely refer to the transition to payment for medical services, introduction of international medical protocols and eHealth.
 
It is important to note that the rich programme of the Forum covers more than 20 topics, including not only purely medical ones, but also, for instance, healthcare organization and management, development of private medicine and so on. These issues become especially important due to the reform.
 
I believe that ideas and solutions will emerge from the discussions that help to jointly create a modern healthcare system in Ukraine, in which all citizens have equal access to quality medical service, and physicians receive adequate payment for their work.

I have the honour to congratulate you on the opening of the VIII International Medical Forum “Medicine Innovation – the Nation’s Health” on behalf of National Academy of Medical Sciences of Ukraine.
 
This meeting of distinguished researchers, practitioners, heads of medical institutions, and manufacturers and distributors of medical equipment is evidence of that healthcare in Ukraine has a future! Our annual meetings are the best opportunity to exchange views, including with foreign experts and representatives of commercial structures, and establish new business contacts. This constructive dialogue is the key to the development of the industry.
 
National Academy of Medical Sciences is one of the organizers of the Forum. More than 30 of our institutions are participating in the scientifi c and practical programme of the Forum — the VI International Medical Congress “Introduction of Modern Medical Science Advances into Healthcare Practice in Ukraine”.
 
And we really have a lot to off er to the practitioners, since modern medical science in Ukraine has a strong, world-class school and enormous potential. Our scientists are true enthusiasts that work selfl essly in the tough economic conditions for health and better quality of life of the society. Our latest developments for the diagnosis, treatment and prevention of diseases have already saved lives of thousands of patients.
 
Within a framework of Congress, leading scientists will discuss the country’s most pressing health issues. Special attention will be paid to various aspects of diagnosis and treatment of cardiovascular diseases. The Conference on these issues is organized by Amosov National Institute of Cardiovascular Surgery, M.D. Strazhesko Institute of Cardiology, and other institutions of National Academy of Medical Sciences of Ukraine.
 
Unfortunately, issues of military medicine continue to be topical. So, it is the third time when the Academy conducts the scientifi c and practical conference “Implementation of Scientifi c Developments of NAMS of Ukraine and Peculiarities of Medical Care for ATO Participants and the Aff ected Population”, and Institute of Neurosurgery named after Academician A.P. Romodanov holds the section called “Neurosurgical Help with Combat-Related Injuries to the Central Nervous System”.
 
Other institutions of the Academy have also prepared a rich programme in many other areas.
 
The constant updating of knowledge is the key to success in today’s world! I strongly believe that every expert will make the most of the Forum, as they can enhance their knowledge and skills at our conferences, seminars, round tables, and workshops, and get acquainted with the latest medical equipment, tools, and medical products at the exhibitions.

Each year, reports on topical medical issues are presented and master classes are conducted at the Forum in the frame of the International Medical Congress by distinguished medical scientists from leading academic institutions of the state, medical practitioners, and foreign experts, and each year the specialists’ interest in them increases. More and more doctors, heads of medical institutions, and other healthcare professionals come here, realizing the high mission of their profession and, therefore, the need to constantly improve.

I am pleased to welcome all the participants to the VIII International Medical Forum “Medicine Innovations – the Health of Nation.”
 
As we know, innovation is the engine of progress. 5.4% of global innovation relates to health, which is a lot, and it is not counting IT, which gave its name to the 5th wave of technology innovation. Nobel laureate J. Schumpeter defi ned the 21st century as the era of the 6th wave of technology innovation that is characterized by the development of biotechnology, nanotechnology, new medicine and investment in human. Not so much time has passed since Dr. Barnard fi rst successfully transplanted a human heart, and now we know that D. Rockefeller has had his heart successfully transplanted seven times.
 
With such a rapid development of the medical science, appropriate state healthcare policies, organization and management are required for the proper use of its achievements. The priority in this area is given to solving the problem of proper training of healthcare personnel.
 
According to WHO recommendations, personnel policy should be an integral part of the overall strategy of healthcare reform, which is primarily aimed at increasing the quality of medical care. Basic medical education and the traditional long-term process of postgraduate training of healthcare managers today do not provide for all the needs of the industry in terms of implementation of fl exible strategies to modernize it or cooperation of the budget and private institutions to address new social challenges and requirements.
 
In the context of the above one must admit that the time has come to review the doctrine of building up the managerial potential of the industry and develop a common standard training system for managerial human resources to ensure innovative modernization of healthcare so that it would meet international standards. Today’s constant transformations require from heads and managers to have knowledge of resources management technology, including human resources, master the methods of monitoring and evaluation of quality, effi ciency and control, and eff ective managerial decision-making skills.
 
Under these signifi cant requirements to healthcare heads and managers, it is clear that the current approach to managerial human resources does not meet the demands of the modern times. In terms of economic and political threats to national security, the industry leaders and organizers must have the latest knowledge of crisis management and use innovative breakthroughs for successful sustainable development.
 
Formation and development of managerial human resources training centres in the healthcare sector is, to be sure, a modern and mobile approach; their work must be coordinated with the directions of the industry modernization and built on the principle of partnership within a common system of healthcare management.
 
We at the Department of Public Health Management of NAPA recognize this and have cooperated with the International Medical Forum for this purpose. This large-scale and prestigious event introduces healthcare experts and managers to innovation in the industry and provides opportunities for professional development and continuous education of specialists. By organizing productive annual meetings for representatives of the medical community, government and business, the Forum makes an invaluable contribution to the industry.

The International Medical Forum has traditionally been an important information and communication platform for the specialists in ultrasound and functional diagnostics within the All-Ukrainian School of Ultrasound and Functional Diagnostics.
 
Ultrasound covers all clinical areas. Modern ultrasound technologies (FAST, the BLUE protocol, basic B-mode, special ultrasound-CT/MRI fusion technology, 3D/4D-reconstruction in cardiac surgery, cardiology and obstetrics, Doppler echocardiography, tissue Doppler echocardiography, Doppler for some liquids, compression and shear wave elastography, liver fi broelastometry, etc.) are quite complex. Every year there are several dozens of new ultrasound technologies.
 
Therefore, a sonologist should be aware of these innovations and know not only anatomy and pathoanatomy, but also physiology and pathophysiology of blood flow and tissue, because correct diagnosis determines the fate of a patient.
 
Experts of the Ukrainian Association of Specialists in Ultrasound Diagnostics (UASUD) and Ukrainian Doppler Club (UDC) have taken an active part in the development of National Guidelines for Radiological Research Methods and Medical and Process Documentation. Constant information support of the industry and the development of remote consultation and communication between specialists are carried out through the Ukrainian Web portal of ultrasound diagnostics at www.ultrasound.net.ua.
 
We hope that the dialogue between the clinicians and specialists in ultrasound and FD at the booths of diagnostic equipment manufacturers and lectures and workshops of the Ukrainian School of Ultrasound and Functional Diagnostics within the framework of the VIII International Medical Forum will accelerate the implementation of new multidisciplinary, multiparametric and multimodal diagnostic and therapeutic techniques in modern medicine.

Cardiovascular diseases today are one of the greatest challenges for the world medicine. They are the most frequent cause of hospitalization and disability for Ukraine’s population, with about 40% of people in the country dying in active working age. This high incidence of cardiovascular disorders, especially coronary heart disease, is associated with high prevalence of risk factors that increase blood cholesterol levels and thereby signifi cantly increase the risk of disease. The health care prospects of in our country are social prevention and active implementation of the latest technology in medicine to improve the quality of diagnosis of diseases, including laboratory diagnosis. Diagnostic screening programs in consultative and diagnostic centres and cardiovascular centres is part of the state social and economic policy.
 
The programme of the scientifi c and practical conference is focused on the discussion of laboratory algorithms and implementation of recent technologies in laboratory diagnosis of cardiovascular diseases.
 
The main objective of the Conference is to form a common platform of action and consolidated eff orts in every region of the country aimed at availability and quality of laboratory studies in cardiology.
 
I hope that the scientifi c forum will be a source of knowledge for laboratory medicine professionals, promoting the exchange of information and experience and forming new opinions on the most topical issues of laboratory medicine.

I am very pleased to be with you at the Medical Forum today, since our Institute has been actively involved in the formation of the highly topical scientifi c and practical programme of the International Dental Congress, which is held at the Forum for the fi rst time. Leading Ukrainian and foreign experts in the field of dentistry will present their reports at conferences, symposia, and seminars, and teach during workshops and practical schools.
 
Modern dentistry is a high-tech industry, so specialists in this fi eld must constantly update their knowledge and be well-informed about all innovations. The International Dental Congress creates all the conditions for the relevant experts to advance their professional level. Here a dentist wishing to keep up with the times can learn about current scientifi c views on various dental problems, acquire new skills in workshops, talk to fellow dentists in person and get professional advice, and a visit to the specialized international exhibition DENTALEXPO will allow him to find out more about the latest dental equipment, technologies, tools, materials, and other products.

The scope, the unquestionable authority of the organizers, the relevance of the topics covered at the Congress and the high competence of domestic and foreign speakers – these are the main components of success of the International Medical Forum. This is why more and more professionals come to our event each year; why the international participation expands and the number of scientifi c activities grows.
 
This year, the research institutes of the National Academy of Medical Sciences, departments of P.L. Shupyk National Medical Academy of Postgraduate Education, Bohomolets National Medical University, bodies of the Ministry of Health, medical associations and private companies have organized a record number of events – 80 conferences, symposia, seminars, round tables and workshops in total. I am confi dent professionals will give them their special attention.
 
It gives me great pleasure to note that the Forum is actively developing despite the diffi cult economic and political conditions in the country. This year it is hosting the International Dental Congress for the fi rst time, among the organizers of which are Ukrainian Dental Association, specialized dental associations, dental centres and other institutions.
 
The Forum is also a platform that creates an excellent opportunity for the manufacturers and suppliers to present their latest medical and dental equipment, materials, tools, supplies and pharmaceuticals to specialists, conclude favourable agreements and expand business ties. The format is the most mutually benefi cial for health professionals and businesses. This time, over 400 companies are taking part in the specialized international exhibitions MEDICAEXPO, PHARMAEXPO and DENTALEXPO, which is one-third more than last year.
 
The VI International Exhibition of Medical Tourism, SPA & Wellness – Healthcare Travel Expo, continues to hold a top position in the industry. Here specialists and experts, leading specialized clinics and enterprises of the industry from Ukraine and abroad can share experiences and fi nd customers.
